The three elections (the District Board elections, the two municipal councils’ elections and the Legislative Council elections) held in Hong Kong in 1991 ushered in a new era of political change in the territory. They took place in the final years of British colonial rule. These elections did not signify the last stage of power transfer from the departing colonial regime to its subjects, nor did they produce the successors to the colonial rulers. Still, the political context in which the 1991 election took place makes them meaningful and deserving of close analysis. This book is a collection of papers presented at the Workshop on the 1991 Elections organized on October 13, 1992.
