This book provides an in-depth analysis of the election to the Hong Kong Legislative Council in September 2000, which is the second general election in Hong Kong since the handover in 1997.

The history of Legislative Council Elections is short and punctured by abnormalities. The first, partial elections introduced in 1991 were tainted by the traumatic memories of the June-Fourth events of 1989. The second Legislative Council elections in 1995 bore the marks of bitter Sino-British controversies over political reforms. As a result of the derailed "through train," the first general election since the change of sovereignty to China in 1997 produced a two-year successor to the Provisional Legislative Council, that in turn was troubled by the Asian financial crisis. In light of the above, the elections held in September 2000 may be said to usher a new lease of life into the electoral history of Hong Kong. A full, four-year term legislature was thus returned under conditions that are relatively free from the legacy of the 1997 issue.

This volume is a systematic and detailed analysis of the 2000 election and hence a valuable reference for scholars, politicians, government officials and all those who are interested in the development of politics in Hong Kong.

Hsin-chi Kuan is Professor and Chairman of the Department of Government and Public Administration, The Chinese University of Hong Kong. He is concurrently the Director of its Universities Service Centre. Prof. Kuan's research interest lies in political culture and participation, legal culture, political development, comparative politics, research methodology, and development of political science.

Siu-Kai Lau is Professor and Chairman of the Department of Sociology, and Associate Director, Hong Kong Institute of Asia-Pacific Studies, both at the Chinese University of Hong Kong. Professor Lau's research interests include Hong Kong's society and political development as well as comparative politics. He is the author of Society and Politics in Hong Kong (Hong Kong: The Chinese University Press, 1982) and co-author (with Kuan Hsin-chi) of The Ethos of The Hong Kong Chinese (Hong Kong: The Chinese University Press, 1988) and many articles published in international journals.

Timothy Ka-ying Wong is a Research Officer of the Hong Kong Institute of Asia-Pacific Studies, The Chinese University of Hong Kong. His research interests include cross-Taiwan-Strait relations and social and political development in Taiwan and Hong Kong. He has published a number of books and has contributed to Nations and Nationalism, Journal of Contemporary China, Democratization, Asian Perspective, Journal of East Asian Affairs, Social Development Issues, Democratization, and Issues and Studies.
