In the view of some authors, the Holy House of Mercy in Goa could have been established by Afonso de Albuquerque, but for others its creation would have occurred during the governance of Lopo Soares de Albergaria between 1515 and 1518. Initially, the Holy House structuralized its activities of charity by following and complying with the local colonial society’s Compromisso (Charters) of Misericordia of Lisbon, of 1516; then a new one in 1568, which had subsequently been replaced by another one, between 1573 and 1576. In 1595, the Table and Purveyor's office of the Misericordia of Goa decided to write a proper Compromisso that, adapted to the local realities, would rule with some stability during more than 38 years of the brotherly life, while influencing the charters of other Misericordias of the Portuguese Asian enclaves, including the Brotherhood of Macao.
