Many people, including seasoned observers from Western countries, harboured doubts about the return of sovereignty over Hong Kong to China in 1997. They were not optimistic about the "one country, two systems" formula. How should Hong Kong be judged as a Special Administrative Region within China in the first decade of its existence? This book has set out to answer this question. Renowned scholars from outside Hong Kong, largely from countries with close links to Hong Kong's handover or other links, have addressed this question from their perspectives. These views are supplemented by introspective reviews by Hong Kong academics, who examine different sectors that have undergone important changes during this period. It is a major contribution to the study of Hong Kong after its return to the motherland.

Yue-man Yeung, SBS, OBE, JP, is an Emeritus Professor of Geography and a Research Professor at The Chinese University of Hong Kong. A third-generation Hong Kong native, he was educated in Hong Kong, Canada and the United States. His diversified career has been divided among teaching and research, university administration and international development in Singapore, Canada and Hong Kong. Since his return to Hong Kong in 1984, he has held many key appointments at the University and contributed much to the service of the public. A prolific writer, he has more than 40 books, numerous articles in refereed journals and book chapters to his credit.
